A régi városháza szomszédságában az 1911–12-es években épült meg a cívisváros legrégibb pénzintézete, a Debreceni Első Takarékpénztár palotája szecessziós stílusban. Helyén 1950-től kulturális tevékenységet folytató intézmények, szervezetek működtek: Mémosz Székház, Városi és Megyei Művelődési Ház, IPK… Sokan még ma is úgy emlegetik a Kossuth utca elején található intézményt, hogy IPK.

The old town hall was built in the vicinity of the years 1911-12, the civic city's oldest financial institution, First Savings Bank of Debrecen Palace of Art Nouveau style. Place since 1950 engaged in cultural institutions and organizations have worked: Mémosz Headquarters, County and Municipal House of Culture, IPK ... Many people today are so referred to the institution at the beginning of the Kossuth street to IPK.
